LiveRamp builds identity profiles that link a person's offline identifiers (name, postal address, phone, and per its own notice SSNs and driver's license numbers) to cookies, mobile ad IDs and hashed emails, and its privacy notice states plainly: "We may 'sell' your personal information." Consumers never sign up with LiveRamp, so most people whose data it holds do not know it exists. A consumer class action filed in N.D. Cal. in January 2025 (Riganian v. LiveRamp Holdings) alleges LiveRamp created and resold these profiles without consent; per Bloomberg Law the court held in July 2025 that plaintiffs adequately pleaded invasion of privacy, unjust enrichment, federal Wiretap Act and CIPA claims. These are allegations, not findings; the case's status after July 2025 was not verified this pass.

Terms

Arbitration

Not applicable to consumers — no consumer-facing contract; affected consumers are not parties to LiveRamp terms (which is why a court class action is possible).

Data sharing

SELF-DISCLOSED SALE: notice states LiveRamp 'may sell' personal information; identifiers and internet activity go to customers and partners including ad networks, data resellers and marketers. Collects SSNs and driver's license numbers (treated as sensitive PI). Links offline identity to online cookies/mobile IDs. Pending class action alleges profiles were resold without consent to dozens of third parties including other data brokers.
