Netsmart makes records software for behavioral health, addiction treatment, human services and post-acute care, so it holds some of the most sensitive records in healthcare. It is also one of the federally designated QHINs (11 were listed on the Sequoia Project RCE's Designated QHINs page as of Oct. 2026), the national networks that pass records between providers under TEFCA. That means mental-health and substance-use treatment data held by its clients can be exchanged nationally. Patients have no direct contract with Netsmart. Its website privacy notice says it may 'sell' or 'share' website visitors' personal information in limited situations, such as through cookies, and offers a Do Not Sell or Share opt-out. That applies to website and marketing data, not client PHI, which falls under Business Associate Agreements.
