Lumen operates backbone network infrastructure carrying a large share of internet traffic, plus the CenturyLink consumer brand documented in the Internet Providers tab (Lumen sold its Mass Markets fiber-to-the-home business in 11 states to AT&T for $5.75B on Feb. 2, 2026). Backbone operators occupy the most privileged observation position in the entire internet, above any individual ISP, and are almost entirely outside consumer privacy law because they have no consumer relationship. That gap is the finding.
